• ગુજરાત રાજ્ય પ્રાથમિક શિક્ષણ પસંદગી સમિતિએ જિલ્લા/ન૨ શિક્ષણ સમિતિ ધ્વારા મળેલ માંગણી પત્રકને સંકલિત કરી બહોળી પ્રસિધ્ધિ ધરાવતા વર્તમાન પત્રોમાં સંયુક્ત જાહેરાત આપીને ઉમેદવારો પાસેથી નિયત ફોર્મમાં અરજીઓ મંગાવવાની રહેશે. ઉમેદવારોએ નિયત અરજી ફોર્મ સાથે જાહેાતમાં ઉલ્લેખ કર્યા મુજબના પ્રમાણપત્રોની પ્રમાણિત ઝેરોક્ષ નકલો બીડવાની રહેશે. ઉમેદવારે નિયત અરજી પત્રક કોઈપણ જિલ્લામાં જિલ્લા/નગર શિક્ષણ સમિતિ ધ્વારા નિયત કરેલ સ્વીકાર કેન્દ્રો ઉપર જમા કરાવવાના રહેશે. જિલ્લા પ્રાથમિક શિક્ષણાધિકારીશ્રી શાસનાધિકારીશ્રીએ અરજીફોર્મ સ્વીકારતી વખતે અરજી કોર્મ તથા અસલ પ્રમાણપત્રોની ચકાસણી કરવાની રહેશે.
• રાજયની સમિતિએ નિયત લાયકાત ધરાવતા ઉમેદવારોની અરજીઓની સંપૂર્ણ ચકાસણી કર્યા બાદ પ્રસ્તુત ઠરાવથી ઉમેદવારોની પસંદગી માટે નિયત થયેલ ધોરણો લક્ષમાં લઈ મેરીટ પ્રમાણે ઉમેદવારોની યાદી તૈયાર કરી જ તે જિલ્લા નગર શિક્ષણ સમિતિઓના માંગણી પત્રક મુજબની જિલ્લાવાર ઉમેદવારોની મેરીટ યાદી મોકલી આપવાની રહેશે. જે તે જિલ્લા/નગર શિક્ષણ સમિતિએ તેઓને ફાળવી આપેલ ઉમેદવારોનો અસલ પ્રમાણપત્રોની ચકાસણી કરવાની રહેશે. શિક્ષકના વ્યવસાયમાં બાધારૂપ થાય તેવી કોઈપણ શારીરિક ક્ષતિ જેવી કે અંધાપો, બહેરાશ, તોતડાપણુ, હલનચલનમાં તકલીફ કે કાળા પાટીયા પર લખવા વગેરેમાં તકલીફ ધરાવતો નથી તે બાબતની ચકાસણી માટે રુબરુ મુલાકાતમાં બોલાવી કેમ્પ યોજીને ગુણાનુક્રમ અનુસાર નિમણૂંક હુકમો આપવાના રહેશે.
• ગુજરાત રાજય પ્રાથમિક શિક્ષણ પસંદગી સમિતિએ ઉમેદવારોની પસંદગી યાદીમાં દર્શાવેલી જગ્યાઓની ૨૦ ટકાની મર્યાદામાં કેટેગરી વાઈઝ પ્રતિક્ષા યાદી તૈયાર કરવાની રહેશે. પ્રતિક્ષાયાદી તૈયાર થયા તારીખથી એક વર્ષ અથવા પછીની ભરતી પ્રક્રિયા માટે જાહેરાત અપાય તે તારીખના આગળના દિવસના કચેરી સમય એ બે માંથી જે વહેલું હોય ત્યાં સુધી અમલમાં રહેશે. આ સમય મર્યાદા પૂર્ણ થતાં તે પ્રતિક્ષા યાદી આપોઆપ રદ થયેલ ગણાશે.
• જિલ્લા/નગર પ્રાથમિક શિક્ષણ સમિતિની માંગણી મુજબ કેટેગરી વાઈઝ તૈયાર કરેલ પ્રતિક્ષા યાદીમાંથી ગુજરાત રાજય પ્રાથમિક શિક્ષણ પસંદગી સમિતિએ નીચે (૧) થી (૩) માં દર્શાવેલ સંજોગોમાં ઉમેદવારોના નામોની ભલામણ કરવાની રહેશે.
• સ્ટાફની ભરતી માટે કોઈ ઉમેદવાર કે જેઓને મેરીટ પ્રમાણે જિલ્લાની ફાળવણી થાય ત્યારે શિક્ષણ સમિતિએ આપેલ તારીખે (અથવા વધારે આપેલ તારીખ સુધી) સમિતિ સમક્ષ પ્રમાણપત્રની ચકાસણી માટે હાજર ન થાય અથવા નિમણૂંક પત્ર મેળવ્યા પછી નકકી કરે (અથવા અરજીથી વધારેલ) તારીખ સુધી હાજર ન થાય ત્યારે આ પ્રમાણે જિલ્લાઓમાં ખાલી પડતી જગ્યાઓ ઉપર પ્રતિષ્ઠા યાદી ઉપરના ઉમેદવારોને નિમણૂંક આપવાની રહેશે. બીજા જિલ્લામાં ફાળવાયેલ ઉમેદવારને કોઈ સંજોગોમાં રીસલીગ કરી આપવામાં આવશે નહી.
• સબંધિત પસંદગી યાદીમાંનો ઉમેદવાર નિયત લાયકાત (શૈક્ષણિક/ઉમ૨ વિષયક શારીરિક યોગ્યતા સક્ષમ સત્તાધિકારીએ જાતિ વિષયક પ્રમાણપત્ર અમાન્ય ઠરાવેલ હોય અન્ય) ધરાવતા નથી તેવું પુરવાર થતાં તેની નિમણૂંક ૨૬ થવાથી જગ્યા ખાલી પડે.
• સબંધિત પસંદગી યાદીમાંથી નિમણૂંક આપેલ ઉમેદવાર હાજર થયા પછી રાજીનામું આપે તે કારણથી જગ્યા ખાલી પડે.
• જે તે જિલ્લામાં વિદ્યાસહાયકોની કુલ મંજુર થયેલી જગાઓના પ્રમાણમાં અનુસુચિત જાતિ, અનુસુચિત જન જન જાતિ, સામાજિક અને શૈક્ષણિક પછાત વર્ગ તથા શારિરીક ખોડ ખાંપણની કેટેગરી માટે રાજય સરકારે સીધી ભરતી માટે નકકી કરેલ અનામતની નિયત ટકાવારી મુજબ નિમણૂંક કરવાની રહેશે. તથા સામાન્ય વહીવટ વિભાગના વખતો વખતના ઠરાવ અન્વયે માજી સૈનિકો માટે જગ્યાઓ અનામત રાખવાની રહેશે.
• સા.વ.વિ.ના તા. ૯-૪-૯૭ના જાહેરનામા ક્રમાંકઃ જીએસ/૯૭/૧૩/સીઆરઆર ૧૦૯૬/૨૨૧૨/ગ-૨ તથા વખતોવખતના જાહેરનામા ઠરાવ મુજબ મહિલાઓ માટે જે તે કેટેગરીમાં ૩૦ ટકા જગ્યાઓ મહિલા ઉમેદવારો માટે અનામત રાખવાની રહેશે.
• સ૨કા૨ ધ્વારા વખતો વખત પ્રાથમિક શિક્ષણ નિયામકશ્રી મારફત આપવામાં આવેલ સુચના અને શરતોને આધીન રહીને જિલ્લા પ્રાથમિક શિક્ષણાધિકારી શાસનાધિકારીશ્રીએ નિમણૂંક આપવાની રહેશે.

ઠ રા વઃ

પ્રાથમિક શાળાઓમાં વિદ્યાસહાયકોની નિમણૂંક અંગે આમુખ -૨ માં દર્શાવેલ ઠરાવથી નિતિનિયમો અને માપદંડો અમલમાં છે. શિક્ષક યોગ્યતા (Teacher Eligibility) અને શિક્ષક પસંદગીનાં રાષ્ટ્રીય ધોરણો અને માપદંડો Sub-section (I) of Section -2 of RTE Act, 2009 અને RTE Act Clause (n) of Section – 2 માં દર્શાવ્યા મુજબ સ્વીકારવામાં આવતાં હવે રાજય સરકારને પ્રાથમિક શિક્ષકોની ભરતી માટે · શિક્ષક યોગ્યતા કસોટી ' ( Teacher Eligibility Test : TET ) લેવાનું સર્વસ્વીકૃત બને છે.

રાષ્ટ્રીય શિક્ષક પ્રશિક્ષણ પરિષદ, નવી દિલ્હી સૂચિત માર્ગદર્શક બાબતો અને RTE Act, 2009 ને ધ્યાને લેતાં આ પ્રકારની શિક્ષક યોગ્યતા કસોટીના આયોજન, સુચારૂ સંચાલન અને અમલીકરણની બાબત રાજય સરકારની વિચારણા હેઠળ હતી.

પુખ્ત વિચારણાના અંતે પ્રાથમિક શિક્ષક યોગ્યતા કસોટી માટે નીચે મુજબના નિયમો ઠરાવવામાં આવે છે. પ્રાથમિક શિક્ષક યોગ્યતા કસોટીનું આયોજન રાજય પરીક્ષા બોર્ડ, ગાંધીનગર દ્વારા કરવામાં આવશે. પ્રાથમિક શિક્ષક ભરતીમાં આ કસોટીના માનાંકો અને ધોરણો પ્રાથમિક શિક્ષણ નિયામક દ્વારા કરવામાં આવશે.

(૧) ઉમેદવારની યોગ્યતા :

પ્રાથમિક શિક્ષક / વિદ્યાસહાયક અને ઉચ્ચ પ્રાથમિક શિક્ષક / વિદ્યાસહાયક માટે સરકાર દ્વારા તા.૨૭-૪-૨૦૧૧ના ઠરાવથી નકકી કરેલ અને તેમાં વખતોવખત થતા સુધારાવધારા સાથેની શૈક્ષણિક એક તાલીમી લાયકાત ધરાવનાર ઉમેદવાર જ આ પ્રાથમિક શિક્ષક યોગ્યતા કસોટીમાં ઉપસ્થિત થઈ શકશે.

(૨) શિક્ષક યોગ્યતા કસોટી રચનાનું માળખું અને વિષયવસ્તુ

(1) શિક્ષક યોગ્યતા અંગેની તમામ કસોટીઓ બહુવિકલ્પ સ્વરૂપની અને વિવિધ હેતુલક્ષી સ્વરૂપની ( Multiple Choice Question Based - MCQs) રહેશે. દરેક પ્રશ્ન એક ગુણનો રહેશે. દરેક પ્રશ્નના ઉત્તરમાં ચાર વિકલ્પ આપેલા હશે, તેમાંથી સાચો વિકલ્પ પસંદ કરવાનો રહેશે. પરીક્ષાની પધ્ધતિ રાજય પરીક્ષા બોર્ડ નકકી કરશે.

(2) આ કસોટીઓના મૂલ્યાંકનમાં કોઈ નકારાત્મક મૂલ્યાંકન ( Negative Marking) રહેશે નહીં. સંપૂર્ણ ગોપનીયતા પ્રશ્નપત્રોની રચના સાથે જે તે વિષયની લાયકાત અને અનુભવ ધરાવતા ઉત્તમ તજજ્ઞો દ્વારા રાજય પરીક્ષા બોર્ડ, ગાંધીનગર ધ્વારા કરવાની રહેશે. તે માટેના અલાયદા નિતિનિયમો અને સૂચનાઓ તથા માર્ગદર્શક બાબતો અંગેની સાહિત્ય સામગ્રી અને જાહેરનામું રાજય પરીક્ષા બોર્ડ ધ્વારા તૈયાર કરાવી પ્રચાર પ્રસાર કરશે.

(3) પરીક્ષા ફી રાજય પરીક્ષા બોર્ડ વખતો વખત નકકી કરે તે પ્રમાણે પરીક્ષા ફી રહેશે.

1. The Gujarat State Primary Education Selection Committee has to compile the demand sheet received by the District/N2 Education Committee and invite applications from the candidates in the prescribed form by giving a joint advertisement in the current papers of wide circulation. Candidates have to attach the attested xerox copies of the certificates as mentioned in the notification along with the prescribed application form. Candidates have to deposit the prescribed application form at the acceptance centers designated by the District/Nagar Shiksha Samiti in any district. The District Primary Education Officer has to verify the application form and original certificates while accepting the application form.
2. The state committee after fully verifying the applications of the candidates with prescribed qualifications, after preparing the list of candidates according to the merit by keeping in view the norms prescribed for the selection of the candidates in the present resolution, it has to send the merit list of the district wise candidates as per the demand sheet of the district town education committees. The District/Town Education Committee shall verify the original certificates of the candidates allotted to them. In order to verify that the teacher does not have any physical impairment that hinders his profession such as blindness, deafness, deafness, difficulty in movement or writing on black board etc., a face-to-face meeting is held and appointment orders are to be issued in order of merit.
3. The Gujarat State Primary Education Selection Committee has to prepare a category wise waiting list within the limit of 20% of the posts mentioned in the selection list of candidates. One year from the date of preparation of the waiting list or next day office hours of the date of advertisement for subsequent recruitment process whichever is earlier. On completion of this time limit, the waiting list will be automatically cancelled.
4. The Gujarat State Primary Education Selection Committee shall recommend the names of the candidates in the circumstances mentioned in (1) to (3) below from the waiting list prepared category wise as per the demand of the District/Town Primary Education Committee.
5. When a candidate for staff recruitment who is allotted a district on merit does not appear for verification of certificate before the Committee on the date (or further date specified) by the Education Committee or does not appear on the date fixed (or extended by application) after receiving the letter of appointment. According to this, the candidates on the merit list have to be appointed on the vacant posts in the districts. A candidate allotted in another district will not be relegated under any circumstances.
6. A candidate in the respective selection list is proved to not possess the prescribed qualification (educational/gender-related physical fitness other than the caste-related certificate has been invalidated by the competent authority) and the vacancy occurs after his/her appointment.
7. A vacancy occurs due to resignation of a candidate appointed from the respective selection list after appearing.
8. Which has to be appointed as per the fixed percentage of the reservation fixed by the State Government for direct recruitment for Scheduled Castes, Scheduled Tribes, Socially and Educationally Backward Classes and Physically Handicapped categories in proportion to the total sanctioned posts of teaching assistants in that district. And as per the resolution of the General Administration Department from time to time, posts shall be reserved for ex-servicemen.
9. Date of S.V.V. 9-4-97 Notification No.: GS/97/13/CRR 1096/2212/G-2 and as per resolution from time to time notification for women that 30 percent of the posts in that category shall be reserved for women candidates.
10. The District Primary Education Officer has to make appointments subject to the instructions and conditions given by the Director of Primary Education from time to time.
